Julia Kolak is the Senior Medical Ethics Fellow in the Bioethics program at the Icahn School of Medicine at Mount Sinai. Within bioethics, her primary area of expertise is clinical ethics, research ethics and the philosophy of medicine with a concentration in the philosophy of psychiatry. She is the former Interim Curriculum Director of Bioethics at City College and lecturer at the NYU School of Global Public Health. She currently teaches in the Master of Science in Clinical Research (MSCR) program in addition to serving as an Ethics Consultant and Ethics Committee Member at the Icahn School of Medicine at Mount Sinai. 

 

Title of Talk: Promoting Population Health: Ethical, Legal and Historical Considerations

 

 

It is the scientific and social commitment of public health as a field to promote the aggregate health of the population by preventing disease and prolonging life. While this foundational commitment of public health is widely endorsed, public health ethics aims to articulate the moral hazards entailed by prioritizing population health over individual health, especially when it comes to the collection, collation, and interpretation of health-related data, implementing comprehensive public health policy, and negotiating health care spending. As the underlying causes of morbidity and mortality shift from communicable diseases to chronic conditions, the epidemiological transition in public health--characterized by prevention and efficiency--ushers in a new and unfolding set of ethical concerns. This talk examines some of the major contours of the ensuing debates that have taken place in the bioethics literature, paying particular attention to the history of eugenics. Topics include the delimitation of the appropriate role of the state in combating disease and related social problems, the growth of laws entailing the use of police power to constrain "health-related" choices, and boundaries surrounding individual choice and consent when the common good is at stake.
